1.    Name 

1.1.                 The Club will be called St Neots Mini & Junior Rugby Club (the Club) and will be affiliated to the English Rugby Football Union (the RFU) through the St Neots Rugby Union Football Club (the Senior Rugby Club). 

 

2.    Aims and objectives 

2.1. The aims and objectives of the Club will be to:

  • Encourage participation in sport in general, and rugby in particular, amongst young people;
  • Offer coaching and competitive opportunities in rugby;
  • Promote the Club and the sport of Rugby within the local community;
  • Manage the Club;
  • Provide a route for feeding players into the Senior Club and minimise attrition levels between Junior and Senior Rugby;
  • Ensure a duty of care to all members of the Club;
  • Povide all its services in a way which encourages equality, fairness and access to all Support the broader community and other sporting organisations in encouraging participation in all forms of sport;
  •  Help create a healthy and safe community. 

 

3.    Membership 

3.1  Membership will consist of officers and members of the Club.

3.2 All members will be subject to the regulations of the:

  •  St Neots Mini & Junior Rugby Club Constitution;
  • The Senior Rugby Club Constitution.

3.3.           By joining the St Neots Rugby Union Football Club members will be deemed to accept these

          regulations and any codes of conduct that the Club has adopted. 

3.4.           To be a Non Playing Member (Junior), the parent/carer has to meet the following criteria :

  •   Have completed the membership forms to register their child/children with the RFU and given the documentation to Club Registration Secretary;
  • Have a child/children who play within a mini or junior team based at the Club;
  • Have paid in full the subscription fees for their child/children to the Mini & Junior Club;
  • Have paid in full their Non Playing Member (Junior) membership fee to the Club. If these criteria are met then the child/children will become non-voting members of the Senior Rugby Club. The parents/carers will both become non-playing members (junior) of the Senior Club. The parents/carers will have one vote per family.  Any non-playing children will also become non-playing members (junior), but in a non-voting capacity.

3.5.         The Registration Secretary will keep a list of all registered children and their carers.

3.6.         Any request to view the register will be made to the Secretary of the Club who will forward the request to the Registration Secretary.

3.7.         Any application to inspect the Register may be reasonably refused but an appeal may be made to

         the Committee. This will be discussed at the next meeting following the receipt of the appeal.  The decision of the Committee will be final.

 

4.    Subscriptions 

4.1.                The Committee of the Mini & Junior Club will set the subscription fee for the Mini & Junior Club in by the end of August each year.

5.    Officers of the Club 

5.1.                The Officers of the Club will be:

  •   Chairman;
  • Secretary and Vice Chairman;
  • Treasurer and Vice Chairman;
  • Fixtures Secretary;
  •  Registration Secretary;
  •  Welfare Officer;
  • Assistant Welfare Officer;
  •  Head Coach;
  • Schools Liaison Officer;
  • Regional RFU Coordinator;
  • 4 General Members;
  • Any other relevant position to be determined by the members of the Committee.

5.2.                Officers will be elected annually at the Annual General Meeting. An officer may hold two of the above positions should it be deemed necessary, with the exception of Chairman, Secretary and Vice Chairman or Treasurer and Vice Chairman being held concurrently.

5.3.                All Officers of the Club will retire each year, at the AGM, but will be eligible for re-election.

6.    The Committee 

6.1.                The Club will be managed through the Committee consisting of the Officers of the Club.  The Chairman and Assistant Honorary Treasurer of the Senior Club will be entitled to attend any meeting of the Committee in a voting Capacity.

6.2.                Only Officers of the Mini & Junior Club will have the right to vote at meetings of the Committee. The Committee will have the power to co-opt additional members to fill vacancies between AGMs.

6.3.                The Chairman shall take the chair at meetings of the Committee.  In the absence of the Chairman at any such meeting either the Treasurer & Vice Chairman, or the Secretary & Vice Chairman shall take the chair.  Decisions of the Committee shall be by simple majority and in the case of a tie the Chair shall have a casting vote.

6.4.                The Committee will be convened by the Secretary of the Club and held no less than 8 times per year.

6.5.                The quorum required for business to be agreed at Committee meetings will be three.

6.6.                If any Officer of the Club fails to attend two consecutive Committee meetings without the consent of the Committee they shall cease to be an Officer of the Club.

6.7.                The Committee will be responsible for adopting new policy, codes of conduct and rules that affect the organisation of the Club.

6.8.                The Committee will have powers to appoint sub-committees as necessary and appoint advisers to the Committee as necessary to fulfil its business.

 

7.    The Executive Committee 

7.1.                The Executive Committee will include the Chairman; Treasurer & Vice Chairman; Secretary & Vice Chairman and Head Coach.

7.2.                The Executive Committee will be empowered to act on behalf of the Committee between Committee Meetings.

7.3.                A resolution in writing signed by at least three members of the Executive Committee shall be valid without a meeting.

7.4.                The Chairman shall chair each Executive Committee meeting, which will be called as and when required, and decisions shall be simple majority.  The Chairman shall not have a casting vote.

8.    Finance 

8.1.                All Club monies will be banked in an account held in the name of the Club.

8.2.                The Committee shall have the power to manage the finances of the Club.

8.3.                The Treasurer of the Mini & Junior Club will be responsible for the day to day management of the Club’s accounts and maintaining proper records of account, which will be available for inspection on notice by any member of the Club.

8.4.                The financial year of the Club will end on 31st May.

8.5.                The Treasurer of the Mini & Junior Club at the Annual General Meeting will present a statement of annual accounts.  Once approved by the members of the Club the accounts will be presented to the Senior Rugby Club.

8.6.                Any cheques drawn against Mini & Junior Club funds should hold the signature of the Mini & Junior Club Treasurer, or Chairman as well as the Assistant Honorary Treasurer of the Senior Club.

 

9.    Annual General Meetings 

9.1.                  The Secretary will give notice of the Annual General Meeting (AGM). Not less than 21 clear days’ notice to be given to all members.

9.2.                  The AGM will be chaired by the Chair of the Mini & Junior Club or, in his absence the Treasurer and Vice Chairman.

9.3.                  The AGM will receive a report from the Chairman, Treasurer & Vice Chairman, Welfare Officer and Head Coach and a statement of the accounts.

9.4.                  Nominations for officers of the General Committee will be sent to the Secretary 7 days prior to the AGM.  In the absence of any nominations for any Officer of the Club, the members of the Club may propose and second a member as an Officer of the Club at the AGM.

9.5.                  The election of Officers of the Club will take place at the AGM.  Following the election of the new Officers of the Club the existing Officers of the Club will be deemed to have retired immediately.

9.6.                  All members of the Club, over the age of 18 have the right to vote at the AGM.

9.7.                  Decisions of the AGM will be made by a simple majority of the Members present and voting.  In the event of a tie the Chairman will have a casting vote.  All members of the General Committee will have the right to vote at the AGM.

9.8.                  The quorum for AGMs will be 12 members of the Club.

9.9.                  If a quorum is not present within 30 minutes of the notified start time of the meeting, the meeting will be adjourned to the following week at the same time and venue.  Posters advertising this adjourned meeting will be placed in the club house by the Secretary & Vice Chairman.  If the quorum is not present at the adjourned meeting the meeting will be declared quorate. 

9.10.               No items other than on any notice of the meeting may be discussed at any General Meeting or adjourned General Meeting.

9.11.               The General Committee has the right to call Extraordinary General Meetings (EGMs) outside the AGM. Procedures for EGMs will be the same as for the AGM.

 

10.          Discipline and Appeals 

10.1.               All complaints regarding the behaviour of members should be submitted in writing to the Secretary & Vice Chairman.

10.2.               The Committee, with the exception of the Treasurer & Vice Chairman, will meet to hear complaints within 30 days of a complaint being lodged. The committee has the power to take appropriate disciplinary action including recommending termination of membership of the Senior Club.

10.3.               Any disciplinary issue relating to a Mini or Junior Player, who has been sent from the field of play, (Red Card), or who has been reported for inappropriate behaviour by a Coach, will be dealt with by the Mini & Junior Disciplinary Committee.  This Disciplinary Committee will be chaired by the Chairman of the Mini & Junior Club and will include the Head Coach and Welfare Officer.  If there is no clear majority for a course of action then the Chairman will have a casting vote.  The Disciplinary Committee will have the power to take appropriate action to deal with the incident.  If this action is to ban the individual from playing for more than 6 weeks or to recommend suspension or expulsion from the Club then this decision must be ratified by the Committee.

10.4.               The outcome of a disciplinary hearing should be notified in writing to the person who lodged the complaint and the member against whom the complaint was made within 14 days of the hearing.

10.5.               There will be the right of appeal to a meeting of the Chairman of the Senior Club, the President of the Senior Club and the Treasurer & Vice Chairman of the Mini & Junior Club, (‘the Appeals Committee’) following disciplinary action being announced.  The Secretary & Vice Chairman of the Mini & Junior Club will attend the Appeals Committee meeting to present the views and decision of the Committee.  The Appeals Committee will be chaired by the President of the Senior Club.  Decisions of the Appeals Committee will be made by simple majority and in the case of a tie the President of the Senior Club will have a casting vote.

10.6.               The Appeals Committee should consider the appeal within 21 days of the Secretary receiving the appeal.  The Secretary & Vice Chairman should communicate the outcome of the appeal to the individual(s) concerned within 14 days of the appeal hearing.  The decision of the Appeals Committee will be final.  

 

11.          Dissolution 

11.1.             A resolution to dissolve the Mini & Junior Club can only be passed at an AGM or EGM through a majority vote of the membership.

11.2.             In the event of dissolution, any assets of the Club that remain will become the property of St Neots Rugby Union Football Club.

 

12.          Amendments to the constitution 

12.1.             This Constitution will only be changed through a resolution at either an AGM or EGM with a quorum of 20% of the members of the Club.  The resolution will be passed with a simple majority of the members attending and voting.

 

13.          Declaration 

13.1.             St Neots Mini Rugby Club hereby adopts and accepts these rules as a current operating guide regulating the actions of members.

MINI & JUNIOR

CODE OF CONDUCT

 

Introduction

The Code of Conduct has been designed to Safe-guard our Children and to clarify our Coach’s & Parents responsibilities.

To maintain and encourage the key elements of enjoyment, satisfaction and improving playing ability of the Mini & Jnr players

To reinforce to Coach’s and Parents that rugby must be taught and training is provided for the good of our young players who wish to play the game……

”IT’S THEIR GAME”

To improve the skills of young players by encouraging participation in rugby by making it attractive, safe and enjoyable.

 

Parents / Spectators Code

·        Do not force an unwilling child to play rugby.

·        Remember young people are involved in rugby for their enjoyment.

·        Encourage your child to play by the laws of the games.

·        Applaud good play by your team and opposing teams…Set the example.

·        Never shout at or Question a referee’s decision.

·        Support all efforts to remove verbal and physical abuse from Mini & Jnr Rugby.

·        Remember the value of all coaches & referees. They are volunteers who give up their spare time to provide coaching & refereeing for the young rugby players.

·        Be on your best behaviour at all times, during training and match days. Don’t use foul language or harass coaches, players or referees.

·        Show respect for your teams opponents. Without them there would be no game.

·        Condemn the use of violence in any form.

·        Respect the referee’s decision.

·        Parents are expected to help out at our club from time to time

 

Coach’s Code

·        You have the responsibility for your team, parents and the good name of St Neots Rugby Club; please ensure you exercise these at all times.

·        Teach your players that laws of the game are a mutual agreement that no one should evade or break.

·        Ensure that all players get a game, no matter their ability.

·        Remember that young people play for fun and enjoyment and winning is a small part of it. Never ridicule or shout at the players for making mistakes or losing a game.

·        While training do not overwork the players.

·        While training always praise and encourage performances.

·        While at practise mix up the training so that different ability and skilled players have the opportunity to enhance the performance across the whole team.

·        Insist on fair play, do not tolerate foul play, fighting or bad language. Be prepared to set an example by taking off an offending player.

·        In training be firm do not tolerate players that fool around or pick on other players. Any player doing so should be punished by missing some or all of the training session.

·        Encourage players to train for and play in different positions, recognising that different physical attributes might suit players to different roles but that the skill sets are transferable.

·        Insist on a disciplined approach by our players and mean what you say.

·        Set a great example, by personal good behaviour.

 

 

If you see or hear anyone breaking these Codes of Conduct please inform the Head Coach or any member of the committee. Any one found guilty of breaking these Codes will be subject to disciplinary hearing

 

If we all follow these Codes then I’m sure our club will continue to enjoy the successes that, so far, it has achieved and will continue to do so.
